How to Apply for the Express Issuance and Delivery System

"The Express Issuance and Delivery System" will be launched on December 2, 2024. In principle, this system allows designated individuals to apply for and receive their Individual Number Card at their homes within one week of applying.

*There may be instances where the process will require additional days if you apply at a help desk in a city, ward, town, or village in which you do not reside.

Designated Individuals Verification

The following designated individuals are allowed to apply for The Express Issuance and Delivery System. Please note that those who do not qualify as a designated individual (including those who need to renew an expired Individual Number Card, etc.) do not qualify, so please be careful.

Designated Individuals

  • Newborn children (less than one year of age)
  • Individuals requesting a reissue due to a lost or damaged card
  • Individuals who were transferred to Japan from overseas
  • Individuals who cannot continue to use their card because they have run out of available spaces on the Individual Number Card
  • Other individuals who are unable to use their cards without permission, etc.

Applying for an Individual Number Card at the help desk in the city, ward, town, or village in which you reside

If, you have confirmed that you are a designated individual for this system, please apply for an Individual Number Card at the help desk in the city, ward, town, or village in which you reside within 30 days of the reason for becoming a designated individual.

*If you are unable to apply for issuance within the designated period due to extenuating circumstances, please speak with the respective help desk in the city, ward, town, or village in which you reside.

*Please note that even if you apply for issuance through this express issuance system, you will still be required to present personal information (name, photo of your face, etc.) as outlined in our "Handling of Personal Information Policy" as if you were applying under normal circumstances.

Fee

If you lose your card and are applying for it to be reissued, then you will be required to pay a 2,000 yen issuance fee (1,800 yen if you do not require electronic certificates) at the help desk.
Reissuing a card for any other reason is free of cost in principle, but please confirm with the respective help desk in the city, ward, town, or village in which you reside.

Receiving Your Individual Number Card at Home

In principle, your Individual Number Card will be delivered to your registered address within one week of submitting your application for issuance. You will be required to be present to accept the package as it will be sent by registered mail.
